MOWQ Community Hardship Fund

Commencing from 1 October 2024, this fund has been created in recognition of the current cost-of-living crisis and growing food insecurity Meals on Wheels™ is addressing across the community.

The CHF recognises Meals on Wheels™ providers in Queensland have advised of a growing demand arising from food insecurity for people ineligible to access funding through current Aged Care or Disability programs for meals but have an urgent and unavoidable need to access an affordable meal. MOWQ will pay $10 per person per day in these circumstances. The claim may include, but not limited to, people who are at risk of homelessness, in transition due to safety concerns of domestic and family violence, discharging from a hospital
setting without a transition care arrangement or are unable to afford Meals on Wheels™ meals due to cost of living.

We appreciate these funds may only provide short term/temporary support, but we believe this is a very positive first step towards achieving a longer-term funding stream to support you in meeting this growing demand.

Details of the CHF:

  • Meals on Wheels™ providers in Queensland may check in with MOWQ at any stage to discuss eligibility.
  • MOWQ will reimburse Meals on Wheels™ providers in Queensland for eligible claims at $10 per person per day (GST free as meal for vulnerable person).
  • Member Services will need to assess if they will be seeking a client contribution towards the cost of the meals provided on a case-by-case basis.
  • Meals on Wheels™ providers in Queensland may submit monthly claims for reimbursement in arrears. MOWQ will confirm eligibility upon receipt of claim.
  • Meals on Wheels™ providers in Queensland are to provide claims as per Attachment A after end of month.
  • For equity of distribution across Queensland, MOWQ has set a cap of $2,000 per any one provider per month based on eligible claims. MOWQ does hold discretion to pay above the cap depending on demand be on the CHF across the 2024/25 financial year.
  • Any clients supported through the CHF will be deemed ineligible for any other assistance programs of MOWQ.
  • MOWQ will advise Meals on Wheels™ providers in Queensland when the fund has been exhausted.

Eligibility

The CHF is not intended to act as a replacement or substitute for access to current funding programs where community members already have eligibility; that is, CHSP, NDIS, HCP and other funding programs addressing vulnerability. It may be accessed where current clients are reducing overall meals numbers due to cost of living pressure, this would need to be confirmed through the application process.

Those services operating waitlist who are seeking assistance need to contact MOWQ to discuss potential application to the fund.

Applications will be assessed in the second week of each month with payment made soon after. Remittances will be returned to services advising of the financial transfer. Any applications received after this time will be processed in the next month.
